Colleague Ari Michelsen of Texas A & M, the current AWRA President, sent me information and a Power Point presentation on the USGS's National Water Census. He serves on the program's Ad Hoc Advisory Committee.
P.L. 111-11 Subtitle F (SECURE Water Act) directs USGS to undertake the work of a National Water Availability and Use Assessment Program. To fulfill this charge, the USGS has created a Water Census to gather the data and report to Congress every five years information on water resources in the context of availability. What a great APE (Acronym-Producing Expression)! Someone got a raise and a promotion for that one!
SECURE stands for ' Science and Engineering to Comprehensively Understand and Responsibly Enhance.'

I like to think that an NAS Committee I served on years ago laid the groundwork for this all-important work. Here is our 2002 report: Estimating Water Use in the United States: A New Paradigm for the National Water-Use Information Program
