Given the the Bay-Delta Conservation Plan's recent release of its working draft and the news that Westlands Water District and the San Luis & Delta-Mendota Water Authority have pulled out of the planning process, folks are justifiably wondering whether the wheels are coming off the BDCP process.
As a former Californian (6 years in Truckee and 1 year in Santa Cruz) who is now invested in the Bay-Delta issue (euphemism alert) I am starting to get discouraged. But I've got to get back to my review of the BDCP draft.
