Insanity, California Groundwater, Yogi Berra, and The Mamas & The Papas

"It's like déjà vu all over again" is one of the better quotes attributed to former New York Yankee great Yogi Berra.

How is this gem related to California's groundwater? It's the first thing that crossed my mind as I read the recent USGS media advisory: 

Media Advisory: Land Subsidence Poses Risk to Water Infrastructure in California’s San Joaquin Valley

SACRAMENTO, Calif. — Extensive groundwater pumping from San Joaquin Valley aquifers is increasing the rate of land subsidence, or sinking, that could result in serious operational and structural challenges and repairs to water infrastructure, according to a new report by the U.S. Geological Survey.

This subsidence is reducing the capacity of the Delta-Mendota Canal, the California Aqueduct, and other canals that transport floodwater and deliver water to agriculture, cities, industry and wildlife refuges, potentially causing damage and requiring expensive repairs. To help public agencies and resource managers minimize risk and damage to California’s infrastructure, the USGS is studying and providing information on groundwater conditions and land subsidence in the San Joaquin Valley.

Land subsidence in the San Joaquin Valley! Good Lord, this is horrible! What can be done?

Well, folks, this is nothing new. California has known about land subsidence due to excessive groundwater pumping, especially in the San Joaquin Valley, since 1935. I'll repost the famous picture of Dr. Joe Poland, taken in 1977 near Mendota, CA, showing the extent of land subsidence between 1925 and 1977.  

When I was a graduate student in the early 1970s the San Joaquin Valley was already one of the 'poster children' - along with Mexico City, Tokyo-Osaka, London, UK, and a few other places - for land subsidence due to groundwater withdrawal.

So what can be done? Read my earlier post of 10 September.

California refuses to do anything substantive about the subsidence issue. It lets local districts handle groundwater management. There is nothing wrong with this but without some kind of statewide oversight it is a fruitless endeavor. The state's approach is a great example of "California Dreamin'" and the operational definition of insanity.

 If the legislature or governor refuses to do anything, perhaps it is time for California's legendary inititiative process to get something good on the ballot. Otherwise, I suspect that in ten or fifteen years "California Dreamin'" and groundwater insanity will remain the law of the land, people will be calling for urgent action, and I will be having yet another Yogi Berra moment (if I can remember who Yogi Berra is).

DWRF Report: 'Microbial Health Risks of Regulated Drinking Water in the United States'

Jack C. West, CEO of the Drinking Water Research Foundation, a nonprofit founded in 1984 by several members of the bottled water and point-of-use filter industries, notifed me of the recent DWRF publication, Microbial Health Risks of Regulated Drinking Water in the United States.

Drinking water regulations are designed to protect the public health. In the United States, the Environmental Protection Agency (EPA) is tasked with developing and maintaining drinking water regulations for the 276,607,387 people served by the country’s 54,293 community water systems. The Food and Drug Administration (FDA) regulates bottled water as a food product. By federal law, the FDA’s regulations for bottled water must be at least as protective of public health as the EPA’s regulations for public water system drinking water. Despite many similarities in EPA and FDA regulations, consumer perception regarding the safety of drinking waters varies widely. This paper examines and compares the microbial health risks of tap water and bottled water, specifically examining differences in quality monitoring, regulatory standards violations, advisories, and distribution system conditions. It also includes comparison data on the number of waterborne illness outbreaks caused by both tap and bottled water.

 Based on a review of existing research, it is clear that as a consequence of the differences in regulations, distribution systems, operating (manufacturing) practices, and microbial standards of quality, public drinking water supplies present a substantially higher human risk than do bottled waters for illness due to waterborne organisms. 

The report's author is Dr. Stephen C. Edberg of Yale University, who also sits on the DWRF's Board of Trustees. The report was edited by journalist Jill Culora and Robert R. Hirst, the DWRF's General Manager. No reviewers were acknowledged.

 

As Peter Gleick noted, DWRF research is not peer-reviewed and the DRWF is wholly-owned by the International Bottled Water Association. The two organizations share offices and a phone number in Alexandria, VA.

Call for Papers! GSA Special Volume: 'Geoscience for the Public Good & Global Development: Toward a Sustainable Future'

The following was sent to me by friend and colleague Jeff Greenberg at Wheaton College. He and Greg Wessel of Geology in the Public Interest are assembling a special volume devoted to geoscience for the public good and issues involving hydrophilanthropy, geophilanthropy, sustainable development, and the like. The volume was an outgrowth of meetings held at GSA's recent 2013 Annual Meeting in Denver.

CALL FOR PAPERS

The Geological Society of America is sponsoring a Special Volume titled:

Geoscience for the Public Good and Global Development:

Toward a Sustainable Future

We invite all (geoscientists and non-geoscientists alike) to consider submitting a paper to be included in this important volume that will appear in early 2015.

This project is a result of collaboration following the 2013 GSA Annual Meeting in Denver, and builds upon the success of sessions that were held then.  It also responds to the great need to publicize the value of science applied to the solution of daunting problems in our interaction with earth systems and for the common good.   The volume (see outline below) will include a very wide variety of articles, including case studies, conceptual commentaries, and many interdisciplinary examples that should educate and inspire readership.

Candidate articles may either be full papers (possibly averaging 5-15 pages) based on research, outreach, or demonstration of principles, or “extended abstracts” (2-4 pages) concerning work in progress and brief reports of pertinent experiences.  Both types of papers should include references and figures and meet GSA formatting guidelines that will be emailed to interested parties.

If you are interested in contributing to this important publication, submit a Statement of Interestwith 1) a proposed title, 2) a brief description of the work and intended scope of paper, and 3) authorship with contact information, via e-mail or regular mail no later than February 1, 2014 to one of the two volume editors listed below.  You will receive a response from the editors by March 1, 2014.  Drafts of completed manuscripts including figures, references, etc., will be due November 1, 2014.  Authors may be asked to assist by reviewing other articles with which they have no association.  This will both help insure a timely publication and provide needed peer review.
