The United Watershed States of America...Revisited

Last month I posted about a recent effort by John Lavey of the Sonoran Institute to rearrange current state boundaries based upon watershed boundaries, something John Wesley Powell urged be done for the Western states. Below is the map Lavey produced; you can view details at the Mountain West News site.

Within a few days, alert reader Gerald J. 'Jerry' Kauffman (Director of the Water Resources Agency at the University of Delaware) sent me a paper he had written way back in 2002: 'What if… the United States of America were Based on Watersheds?' Water Policy 4:57-68 (2002)

Abstract
Watersheds know no political boundaries. Except for the borders of a few countries and a few of the United States, this adage is true. Most watersheds include many state, provincial, and local governments and this “balkanization” is what makes the policy of watershed management so complex. Employing an historical exercise in counterfactualism, “what if” the United States were originally delineated on a watershed basis? “What if” each state was originally delineated by watershed, basin, or hydrologic planning unit? What would we learn as watershed managers from this exercise? This article reviews a selected history of watershed management in the USA as it relates to the many laws, regulations, and river basin commissions that were created to manage water resources that cross political boundaries. There are several lessons that watershed managers can learn from this exercise in counterfactualism. Watersheds form the best hydrological planning units for land, water, and ecosystem management. The concept of the river basin commission is a particularly effective way to manage water resources. Opportunities should be sought in the USA and overseas to create and recreate governments based on watersheds. Prospects should be explored to delineate the boundaries of sub-government jurisdictions such as water, sewer, stormwater, or planning districts based on watersheds.

GAO Report: 'Climate Change - Federal Efforts Under Way to Assess Water Infrastructure Vulnerabilities and Address Adaptation Challenges'

A week ago I posted a short report from the Congressional Research Service about water infrastructure financing. Jan Schoonmaker had sent that to me, as he is wont to do.

Yesterday he sent me this GAO report.

Water infrastructure is such a hot topic because not only Jan but also a few other people, including former graduate school classmate, friend, and development guru Barney Popkin and colleague and friend Gabriel Eckstein, notified me of the GAO Report, Climate Change: Federal Efforts Under Way t o Assess Water Infrastructure Vulnerabilities and Address Adaptation Challenges.

Here are the highlights:

 What GAO Found
The Department of Defense's U.S. Army Corps of Engineers (Corps) and the Department of the Interior's Bureau of Reclamation (Reclamation) have assessed water resource and infrastructure vulnerabilities and taken steps to develop guidance and strategies to adapt to the effects of climate change. Specifically, since 2009, the Corps has completed a high-level assessment of the vulnerabilities to climate change of various agency missions. The assessment found, for example, that the effects of increasing air temperatures on glaciers could negatively impact mission areas including navigation and flood damage reduction. The Corps has also conducted pilot studies to help identify adaptation guidance and strategies; it has completed 5 of the 15 pilot studies initiated and plans to start another study in 2013. Similarly, Reclamation has completed baseline assessments of the potential impacts of climate change on future water supplies for the major river basins where it owns and operates water management infrastructure. Reclamation, in collaboration with nonfederal entities, is now conducting more focused assessments, known as Basin Studies, through which Reclamation seeks to identify water supply vulnerabilities and project future climate change impacts on the performance of water infrastructure. According to agency officials, these studies will also help Reclamation develop adaptation strategies to address these impacts, such as operational or physical changes to existing water infrastructure or development of new facilities. Three Basin Studies have been completed, an additional 14 are under way, and 2 more are planned. Reclamation next plans to initiate feasibility studies for adaptation strategies identified in completed Basin Studies. Both agencies are incorporating what they have learned from their efforts into agency policies, planning, and guidance, according to agency officials.

In 2009, the Corps, Reclamation, the National Oceanic and Atmospheric Administration, and the U.S. Geological Survey (USGS), jointly published a study that identified several challenges that climate change poses for water resource managers, and the Corp and Reclamation are collaboratively addressing these challenges. Specifically, these agencies are

• identifying the data and tools needed by water managers to address climate change, which will help guide federal research efforts;
• obtaining needed climate data by collaborating with other agencies to help ensure that the data are collected, such as by sharing some costs associated with maintaining USGS's stream flow measurement activities, which are valuable to Corps water planning and management;
• integrating climate science into water resource management decision making through activities such as developing and communicating science to inform climate adaptation strategies; and
• collaborating in the development of a climate change science training program for federal and nonfederal water resources managers.

The Corps and Reclamation have collaborated together and with others in a manner that is generally consistent with practices that GAO has identified as important to enhancing and sustaining collaboration among agencies. The Corps and Reclamation have made collaboration a key element of their policy and plans for adapting to the effects of climate change and have reinforced accountability for collaboration through agency performance management systems.

Why GAO Did This Study
The effects of climate change on water resources have already been observed and are expected to continue. The Corps and Reclamation own and operate key water resource management infrastructure, such as dams and reservoirs. Adaptation-- adjustments in natural or human systems to a new or changing environment that exploits beneficial opportunities or moderates negative effects--can be used to help manage the risks to vulnerable resources. In 2009, a law--commonly referred to as the SECURE Water Act--and a presidential executive order directed federal agencies to address the potential impacts of climate change.

GAO was asked to review agency actions to address climate change impacts on water infrastructure. This report examines (1) actions taken by the Corps and Reclamation since 2009 to assess and respond to the potential effects of climate change on water infrastructure and (2) challenges, if any, faced by the Corps and Reclamation in assessing and responding to the potential effects of climate change on water infrastructure, and the steps the agencies are taking to address them. GAO analyzed the agencies' climate change adaptation guidance and planning documents and interviewed agency officials and other key stakeholders, including water users, environmental groups, and researchers.

Increasing temperatures and changes in the timing of snowmelt runoff could impact the amount of water available on the upper Rio Grande in the future. The study was conducted by the Bureau of Reclamation in partnership with Sandia National Laboratories and the U.S. Army Corps of Engineers. It includes a detailed evaluation of the climate, hydrology and water operations of the upper Rio Grande basin of Colorado and New Mexico. Also included is an evaluation of the potential impacts associated with climate change on streamflow, water demand and water operations in the basin.

Some of the news:

Decreases in overall water availability. Supplies of all native sources to the Rio Grande are projected to decrease on average by about one third, while flows in the tributaries that supply the imported water of the San Juan-Chama Project are projected to decrease on average by about one quarter.

Changes in the timing of flows. The seasonality of flows is projected to change. Anticipated changes include earlier snowmelt runoffs as well as increased variability in the magnitude, timing, and spatial distribution of streamflow and other hydrologic variables. Projections indicate that this basin will experience a decrease in summertime flows and less of a decrease (or potentially even an increase) in wintertime flows.

Increases in the variability of flows. All simulations used in this study project an increase in the month-to-month and inter-annual variability of flows over the course of the century. The frequency, intensity, and duration of both droughts and floods are projected to increase.

Flood Control Operations. Floods are projected to become more extreme with climate change, and thus flood control operations would be needed more often in the future, even as overall supplies decrease.

Water Quality. Concentrations of nitrogen, phosphorus, suspended solids, and salt may increase in the future in response to increased evaporation rates for surface water and increased precipitation intensity, which would wash a greater volume of pollutants into the river, despite a decreased overall flow volume.

The Rio Grande Compact. Analyses presented in this report assume that Colorado would use its ability for priority administration to assure its obligations are met under the Rio Grande Compact. The analyses assume that New Mexico would take additional management actions to meet its obligations under the Rio Grande Compact, although in this study, Reclamation makes no assumptions about what those management actions would be. The irrigation system would be significantly impacted.
