Natural ecosystems like forests and wetlands provide essential services to water utilities, businesses, and communities—from water flow regulation and flood control to water purification and water temperature regulation. To ensure these ecosystem functions and associated benefits continue, communities can strategically secure networks of natural lands, working landscapes, and other open spaces as “natural infrastructure.” While concrete-and-steel built infrastructure will continue to play a critical role in water storage and treatment, investing in natural infrastructure can reduce or avoid costs and enhance water services and security as part of an integrated system to cost-effectively deliver safe drinking water (Table ES-1 - click to enlarge):

Now is a critical moment facing water resource managers and beneficiaries nationwide. Much of America’s aging built infrastructure for drinking water is nearing the end of its useful life (American Society of Civil Engineers 2013). Yet funds for investment in water infrastructure are drying up in an era of fiscal austerity. As utility rates for drinking water are increasing faster than inflation and household incomes (Harris 2012), the need is clear for lower cost, integrated solutions to meet water infrastructure demands of the 21st century.

Recognizing this critical moment, water resource managers are looking to invest in ecosystems to address emerging water issues. Promising efforts across the country have secured natural infrastructure for water management objectives through a variety

of means—from land acquisition, zoning ordinances, and conservation easements to catastrophic wildfire risk mitigation and pay- ments to private landowners for best management practices. These efforts have yielded a number of valuable lessons and highlighted several challenges.

A number of barriers have impeded efforts to scale up the integration of natural infrastructure into water management nationwide. For example, many utilities, municipalities, and businesses face knowledge gaps among key constituents or even internal decision makers. These entities often lack the finan- cial resources or technical guidance needed to champion natural infrastructure. More- over, utilities have struggled to quantify the ecological and economic benefits of natural infrastructure, a task made more difficult by imperfect science. 

2) Natural and Engineered Solutions for Drinking Water Supplies: Lessons from the Northeastern United States and Directions for Global Watershed Management, edited by Emily Alcott, Mark S Ashton, Bradford S. Gentry (for sale from CRC Press) 

Here is the summary:

Illuminating opportunities to develop a more integrated approach to municipal water system design, Natural and Engineered Solutions for Drinking Water Supplies: Lessons from the Northeastern United States and Directions for Global Watershed Management explores critical factors in the decision-making processes for municipal water system delivery. The book offers vital insights to help inform management decisions on drinking water supply issues in other global regions in our increasingly energy- and carbon-constrained world.

The study evaluates how six cities in the northeastern United States have made environmental, economic, and social decisions and adopted programs to protect and manage upland forests to produce clean drinking water throughout their long histories. New York, New York; Boston and Worcester, Massachusetts; New Haven and Bridgeport, Connecticut; and Portland, Maine have each managed city watersheds under different state regulations, planning and development incentives, biophysical constraints, social histories, and ownerships.

 Some of the overarching questions the book addresses relate to how managers should optimize the investments in their drinking water systems. What is the balance between the use of concrete/steel treatment plants (gray infrastructure) and forested/grassland/wetland areas (green infrastructure) to protect surface water quality? The case studies compare how engineered and/or natural systems are employed to protect water quality.

The conclusions drawn establish that it makes environmental, economic, and social sense to protect and manage upland forests to produce water as a downstream service. Such stewardship is far more preferable than developing land and using engineering, technology, and artificial filtration as a solution to maintaining clean drinking water. Lessons learned from this insightful study provide effective recommendations for managers and policymakers that reflect the scientific realities of how forests and engineering can be best integrated into effective watershed management programs and under what circumstances.

TGIF! Weekly Water News Summary, 22 - 28 March 2014

Not much of a summary this week since I was in Honduras and did not do much Tweeting. But there are many new 'Positions Open' so be sure to take a look at those.

Speaking of Honduras, take a look at this photo I took of material (precipitate) taken from a completely clogged 4-inch ID PVC water supply pipe. It took 40 days to become this clogged. Yes, the water is supplied by the utility in Villanueva, Honduras, a city of 150,000 south of San Pedro Sula. The residents don't drink the water - bottled water is the drink of choice. No wonder.

The fascinating thing is that the utility has no records (so they said) of water chemistry, although a team of Spanish consultants has taken water and precipitate samples back to Spain for analysis. I suspect that the precipitate is a carbonate of some sort.
