Elaine reports that the Colorado River Basin states have reached an agreement on a drought plan. Rumor has it that Arizona was one of the last ones to approve it. Below is a picture (courtesy of Tony Willardson) of the seven basin state reps with USBR Commissioner Brenda Burman. I believe the Arizona rep is the one wuith his ar in a sling. I guess some serious arm-twisting transpired!
