My poor Spanish title should translate as: 'Are there water rights in Honduras?' 'Yes - tough luck!
That was the question I posed to my Honduran colleague Alex del Cid almost 15 years ago and the answer he gave. His answer was somewhat sarcastic because of the situation. We had just dammed a stream to provide water for a village. That reduced the flow downstream until the reservoir behind the dam filled. Alex's reply was his way of saying they're on the wrong side of the dam - too bad!
All this came up this morning with my good friend Rolando López, who lives in Choloma, just north of San Pedro Sula, the financial capital of Honduras. We chat every Sunday (thank heavens for WhatsApp). We usually discuss issues with the water projects funded by the Ann Campana Judge Foundation www.acjfoundation.org. He wanted to know about water law and rights in the USA and I gave him a little prior appropriation lesson with numerous examples. He is a quick read but got a little confused about water rights trading and unbundling water rights.
Whenever I get back there we will have some interesting discussion about water issue - perhaps with some government officials. Rolando knowns quite a few. Always interesting!
