David K. Kreamer Opines: 'From Scale to Sustainability - Shifting the Hydrophilanthropic Paradigm'

I've known Dave Kreamer for close to 50 years - back to our days as grad students in the University of Arizona's hydrology program. He is a great friend and colleague and I have a tremendous amount of respect for his skills and wisdom. He's now a professor at UNLV and the current president of the International Association of Hydrogrologists. 

He's also the one I credit with 'inventing' the term 'hydrophilanthropy' (or 'HP') during a phone call in 2005.

What I will do here is post a PDF of his three-page article that appeared in the July-August 2022 issue of the AWRA magazine Water Resources IMPACT which I edit. Dave has been gracious enough to have submitted an article for all three WRI Hydrophilanthropy issues: 2010, 2016 and 2022.

He's taken the HP concept to new heights. Now he's on the sustainability level. Here is a link to his three-pager:

In Africa where I conducted water-related research a familiar scene repeats itself. A woman with a pail on her head walks by an inoperative well on her way to a distant water source. She does this to bring water to her family each day, every day. Young girls make this trek beside her, pail balanced on their heads, without a chance for school and education because of their daily chores. Estimates are that one-third of the pumps for wells in Africa are inoperative.

For those of us with reliable access to clean water, this may seem abstract. But it is not too difficult to make it more concrete. Water weighs 62.4 pounds per cubic foot, or about 28 kilograms per 28 liters. Consider the size of pails carried to and from wells and rivers in low-income countries. For a better, more visceral understanding, put a bucket of water on your head and carry it for a couple of kilometers. Someone once said: “You don’t know the value of water until you carry it on your head.” Beyond a shadow of a drought, beyond the onslaught of population growth and climate change, the footprints of thirsty villagers and refugees track the search for clean water. What steps can be taken to make clean water more accessible to poor populations around the globe? The question is a complex one, and it is a central concept of a field of humanitarian efforts known as hydrophilanthrpy.

RNRF: 'Congress on Charting a New Course for the Mississippi River'

The Renewable Natural Resources Foundation convened this meeting at the AGU headquarters in Washington, DC, on 3 December 2019.  

An introduction:

The Mississippi River watershed routinely experiences severe flooding events, causing damage to infrastructure, agriculture, the economy, and the environment. Now, climate change is exacerbating this flooding, guaranteeing that the situation will only get worse. A new, radical course needs to be charted.

2019 Congress speakers and delegates will discuss impacts of the new climate normal, re-imagine management for different sectors of the watershed, and examine the stubborn and long-standing impediments to sustainably managing resources within the watershed.

Program topics included:

• a historical overview of how we have transformed the Mississippi River;

• projected increased precipitation and severe storms in the watershed;

• flood control and risk reduction;

• implications of unwise land-use policies in our floodplains;

• emerging strategies and tools for reducing degradation of ecological resources;

• lessons in river management from the European Union; and

• overcoming longstanding impediments to effective management of the watershed.

Very good to realize that the Colorado River is not the only one that merits attention. Maybe we can pump some Mississippi River water out west.

Introduction
Chairwoman Napolitano, Ranking Member Rouzer, and Members of the subcommittee, good morning. My name is Laura Gatz, and I am an analyst in Environmental Policy for the Congressional Research Service (CRS). On behalf of CRS, I want to thank you for inviting me to testify today. I have been asked by the Subcommittee to discuss the history of the Clean Water Act, including the goals of the act, selected trends in its implementation identified by the subcommittee, and challenges that remain.

In serving the U.S. Congress on a nonpartisan and objective basis, CRS does not take positions on legislation and makes no recommendations to policymakers. My testimony draws on my own area of specialization at CRS—the Clean Water Act and water quality. I work with a team of analysts with relevant expertise, including policy, economics, toxicology, chemistry, engineering, and law to address related issues for Congress. My CRS colleagues and I remain available to assist the subcommittee in its development and consideration of water quality issues and other legislation.

Cutting to the chase...

Successes and Challenges
The past 50 years of CWA implementation have yielded improvements in water quality in certain aspects. CWA funding programs and CWA permitting programs have done much to reduce direct discharges of untreated domestic sewage and industrial waste to the nation’s waterways. States continue to make progress in their efforts to reduce stormwater discharges and to address nonpoint sources of pollution through best management practices and other activities. Implementation of place-based programs, such as the National Estuary Program and CWA Geographic Programs, have also bolstered coordination among a range of stakeholders, leveraged resources, and led to comprehensive plans to achieve water quality and restoration goals.

However, challenges remain as population growth and development and climate-related changes (e.g., increased frequency and intensity of storms) limit the progress made in addressing remaining water quality issues, including those caused by nonpoint sources of pollution. In addition, although Congress has provided and continues to provide funds for wastewater and stormwater infrastructure, funding needs persist as states and localities address aging systems and needs for increased capacity and resilience to address population growth and climate-related impacts. These and other aspects of CWA implementation implementation will continue to present Congress, EPA, states, and other stakeholders with hurdles in their efforts to achieve the ambitious goals of the 1972 act.
